Why China gains most from the Fourth Industrial Revolution

In China, the largest net job losses to the machines are likely to be in agriculture, where automation, drones, big data analytics, sensors, and the Internet of Things will combine to help farmers cultivate crops more efficiently, while also moving food closer to the mouths that need feeding (via vertical urban farms, and the like).

But this transformation of an already booming Chinese economy will have side effects, warns PwC. The professional services giant estimates that AI and related technologies could displace around 26% of existing jobs in China over the next two decades – higher than the 20 percent estimate for the UK, for example. However, Industry 4.0 will create significantly more new jobs in China by boosting productivity and real income levels.

Furthermore, it is well noted that China is leading the way when it comes to governmental policies, consent, and oversight regarding the construction of truly interconnected urban spaces, aka smart cities. Of the approximated 1000 global smart city pilots, China is home to about 500. This means China alone has as many smart cities as the rest of the world combined! The vision of a truly advanced smart-city is built on the same foundational cornerstone as the fourth global world revolution, which is data. What people do not yet seem to realize is that much of this data will be coming from space and will be analyzed in real time to contribute to the functionality of separate intelligent systems, which in tandem will create the smart city. An example of such a system is smart traffic. Eventually creating a system where autonomous cars are perfectly synchronized to efficiency (we are still far from this) will require a vast amount of data on travel patterns, traffic flow, road conditions, etc. This data can be obtained by continuous collection of imagery and real-time metadata from satellites in space over time.

A perilous reliance on coal

The major wrench in the works is China’s excessive reliance on coal to power its industrial base —indeed, the foundation of much of its growth over the past four decades— which has become simply untenable in the current era of climate change awareness. A recent Institute for Energy Economics and Financial Analysis (IEEFA) report exposed Beijing’s glaring double standard, holding damning results for China’s reputation as a wannabe global environmental champion.

The IEEFA analysts charge Beijing with using the BRI to finance over a quarter of all coal plants currently under construction beyond Chinese borders in 2018, to the tune of $35.9 billion for 102 gigawatts (GW) of coal-fired power. Not only are these projects throwing a major spanner in the fight against climate change, they are creating coal dependency in countries where there previously was none.

Although it is very likely that Mahathir Mohamad’s primary aim is to force China to make more concessions rather than to withdraw from OBOR, his talk about ‘a new version of colonialism’ does echo the concerns of ordinary people in the Belt and Road countries——huge debt, unregulated multinational corporations, backdoor deals, exploitation of resources and the environment, displacement of local communities, etc. These issues have been criticized by progressive forces around the world.
